LINCOLN, NE — The Nebraska Investment Finance Authority (NIFA) announced its conditional reservations for the development of affordable rental housing through the 2027 round of 9% Low-Income Housing Tax Credit (LIHTC) and Nebraska Affordable Housing Tax Credit (AHTC) programs. This investment will support nine developments across the state, resulting in 366 new rental housing units for Nebraska families, seniors, and individuals in need of stable, affordable housing.
These developments are made possible through federal 9% LIHTC and state AHTC allocations, combined with key funding from the Nebraska Department of Economic Development’s (NDED) HOME program. This strategic investment will support the construction of mixed-income rental developments, helping meet diverse housing needs across Nebraska.
“NIFA is committed to supporting housing opportunities that reflect the real needs of Nebraska communities,” said Shannon Harner, Executive Director of NIFA. “These projects not only address the shortage of affordable housing but also demonstrate the power of collaboration among developers, local leaders, and service providers.”
“The 9% LIHTC and AHTC programs are impactful tools that we use to increase the supply of quality, affordable rental housing across Nebraska,” Harner added. “This year’s awards highlight what’s possible when we work together to deliver lasting housing solutions.”
The selected developments align with Nebraska’s Strategic Housing Framework, which prioritizes equitable access, community-led development, and long-term affordability. The 366 total units include 293 income and rent-restricted units and 73 market-rate units, many of which will feature accessibility upgrades, energy-efficient design, and services that provide support to families and seniors.
These developments would not be possible without close collaboration with NDED through the NIFA/NDED joint application process. One development received a HOME award totaling $650,000.
Key features of the developments awarded in 2026 include:
Administered by NIFA, the 9% LIHTC and AHTC programs play a vital role in expanding affordable housing by providing federal and state tax credits to development owners who commit to long-term affordability through rent and household income restrictions. By leveraging private investment, the program delivers sustainable and cost-effective rental housing solutions that strengthen communities statewide.
A full list of awarded developments is available at 2027 Reservation List.
An additional 9% LIHTC and AHTC conditional reservation was made simultaneously through the CRANE set-aside. This conditional reservation will add an additional 55 units that include 39 income and rent-restricted units and 16 market rate units in Omaha. More information about the CRANE set-aside can be found on NIFA’s website.
