New allocations will create and preserve affordable housing for families and seniors across multiple Nebraska communities.

More Nebraska families and seniors will gain access to safe and affordable housing through a new round of 4 percent Low Income Housing Tax Credit (LIHTC) awards issued by the Nebraska Investment Finance Authority. The approved developments represent a total investment of more than $13 million and support communities across the state.
"These developments reflect our commitment to helping Nebraska communities grow with housing people can afford," said Shannon Harner, Executive Director, NIFA. "Each investment strengthens a local neighborhood and expands housing options for families, seniors, and workers."
The selected developments will create 828 new apartment units and preserve 346 existing apartment units. Awards were made in two categories and include:
Bond & LIHTC with Affordable Housing Tax Credits (AHTC)
- Novella Senior Living, Omaha — 160 units serving seniors, developed by Straightline Development, LLC.
- 11921 S 36th Street, Bellevue — 140 units serving families, developed by Foundations Development, LLC.
- Foxtail Senior, Lincoln — 88 units serving seniors, developed by Hoppe & Son, LLC.
Bond & LIHTC
- 1059 Park Avenue, Omaha — 50 units serving seniors, developed by Foundations Development, LLC.
- Union at University Village, Kearney — 180 units serving families, developed by Union Development Holdings III, LLC.
- Radio, Omaha — 210 units serving families, developed by ECG Omaha, LP.
- Cherry Park Rehab, Grand Island — 123 units serving families, developed by Hoppe & Son, LLC.
- Kay Jay – Florence Towers, Omaha — 223 units serving families, developed by Brinshore Development, LLC.
These developments are made possible by leveraging 4% Low Income Housing Tax Credits, tax-exempt bonds, and Nebraska Affordable Housing Tax Credits, helping communities expand their supply of quality, affordable rental housing and support long-term local growth.
Program Background
The LIHTC program was created in 1986 to promote the development of affordable rental housing for low-income individuals and families. It remains Nebraska’s most successful rental housing production tool, creating thousands of affordable homes statewide.
In 2017, the Nebraska Legislature approved the Nebraska Affordable Housing Tax Credit (AHTC), which provides a state-level match to the federal LIHTC. NIFA is designated as Nebraska’s housing credit allocation agency and is self-funded, meaning Nebraska tax dollars are not used to administer these programs.
